Safe sailing is not just about having a reliable boat; you also need to comply with regulations.
In France, all motorized pleasure boats with an engine power exceeding 4.5 kW and all boats longer than 2.5 meters (whether motorized or not) must be registered.
This requirement aims to identify vessels in the event of theft or distress. Since January 1, 2022, French registration and registration have been merged into a single registration procedure; a single registration certificate now replaces the circulation card and the French registration document.
This change simplifies the process but also requires compliance when buying or selling a boat.
Check if your boat is affected
Types of vessels subject to registration
• Motorized pleasure craft: as soon as the power exceeds 4.5 kW (≈ 6 hp).
• Boats longer than 2.5 meters: sailboats, inflatable boats, semi-rigid boats, etc., even without a motor.
• Motorized watercraft (jet skis, personal watercraft) with 3 kW or more.
• Exceptions: beach equipment (kayaks, windsurf boards, buoys, light dinghies) do not require registration. Human-powered boats less than 3.5 meters long are also exempt in certain cases.
Special cases
• Boats less than 7 m long with an engine ≥ 22 hp: French registration remains mandatory.
• Change of circumstances (sale, change of engine, home port, name): each change must be reported promptly to the authorities. Failure to do so may result in penalties or invalidate the card.
Choosing the right recording channel
Maritime or river navigation
The competent authority depends on the navigation area:
• At sea: registration is carried out by the Délégations à la mer et au littoral (DML), departments of the Direction départementale des territoires et de la mer (DDTM). French-registered vessels receive a navigation certificate which serves as a certificate of French registration and a navigation card.
• In inland waters: the procedures are handled by Voies navigables de France (VNF) or the Departmental Directorate for Territories (DDT). River registration does not entitle the vessel to navigate at sea, but maritime registration allows navigation on rivers.
Online application
For boats less than 7 m long, you can register online. The website allows you to:
• Reissue your registration certificate or request a duplicate.
• Declare a sale, purchase, or name change.
• Change your contact details (address, port of registration, shore contact).
• Pay the annual tax on maritime vessels (formerly DAFN).
Authentication via France Connect is required to access the service. Registration can also be done by mail by sending the documents to the DML of your choice.
Steps to register your boat
Prepare your documents
According to Expertise Bateaux, the registration application requires at least:
• Proof of ownership: purchase invoice, bill of sale, or certificate of transfer.
• Valid ID of the owner.
• Proof of address dated within the last three months.
• EC certificate of conformity for vessels built after 1998.
Additional documents may be required: tax clearance certificate (proof of VAT payment), customs declaration, certificate of no mortgage, certificate of deregistration from a foreign flag, or even a certificate relating to the engines. For a vessel purchased abroad, proof of VAT payment is essential and customs formalities may also be required.
Fill out the recreational boating form
• Download and complete the maritime pleasure craft form (Cerfa no. 14682*03) for maritime registration or the form for river navigation.
• Specify the characteristics of the boat: length, type of propulsion, power, shipyard, year, desired port of registration, etc.
• Sign the bill of sale or invoice and attach the necessary copies.
Submit your application
• Online: log in via France Connect and submit your documents at demarches-plaisance.gouv.fr.
• By mail or in person: send your complete application to the Délégation à la mer et au littoral (Maritime and Coastal Delegation) or the VNF/DDT. Keep a copy of the documents you send. Upon receipt, the administration will issue you with a registration certificate, which serves as a navigation title.
Mark your boat
Once the registration number has been assigned, it must be affixed visibly to the hull. The marking must comply with standards (minimum character height, contrast) so that it is legible from a distance. French-registered vessels must also affix the name and port of registration to the hull, often at the stern.
Report any changes
Change of owner, engine, home port, or name? Any changes must be reported promptly. This allows the maritime and coastal service to update its records and ensures that you remain in compliance. Delays may result in fines and the immobilization of the boat.

• Anticipate delays: depending on the time of year and the workload of the authorities, processing an application can take several weeks. Plan your steps before the start of the boating season.
• Check the administrative power of the engine (tax horsepower) to find out if your vessel needs to be registered in France. Registration entails the payment of an annual tax and the issuance of a specific navigation certificate.
• Choose the right registration: a maritime registration allows you to navigate inland waters, while a river registration limits the boat to rivers and canals. For vessels over 7 m or over 22 hp, French registration is mandatory.
• Keep your originals: keep all originals (invoices, certificates) even after registration. They may be required during an inspection or resale.
